Personal Google Voice works only in the US and needs a US phone number to sign up. Why Google Voice does not work for everyone

Google Voice is a good service, with a web app at voice.google.com and low international rates. But personal accounts are limited to the US, and you need a US number to create one. Google Voice for business is available through Google Workspace in 14 countries, which does not help an individual in India, the Philippines or Brazil.
